Uganda ranks 78th in GCI 2019.
Uganda falls in the Starter cluster and has fallen behind in ICT development. However, Uganda’s ICT
sector has grown steadily over the last few years thanks to increasing demand for mobile broadband
services. 4G investment continues to grow and mobile broadband penetration increased this year.
There was also reported improvement in user experience for e-government services.
Uganda still has low rates of fixed Internet connections. Uganda’s most urgent need is to connect
more citizens, with Internet services extended to rural areas. Many of the first wave of African
cloud services are designed specifically for mobile phones and many expectations for cloud
technologies are for mobile cloud. There are early signs that mobile cloud technology is starting to
deliver. The government should stimulate more construction of fixed line connections, which will
encourage cloud usage by businesses.
