Broadband connectivity is the Tanzanian government’s top priority. It is imperative to articulate ICT targets, prioritize strategic industries, and create specific links for increasing the value of IT as part of a national ICT strategy. The government should develop an implementation strategy, including: i) mechanisms for supporting innovation; ii) the development of ICT skills; and iii) trade incentives for ICT. The strategy will be market-driven and based on trends in local, regional, and global demand. The Universal Communication Service Access Fund made available in Tanzania subsidizes the deployment of broadband to underserved areas. The government provides incentives, such as rights of way and ease of obtaining environment impact analysis certificates, so that projects in rural areas can be executed easily and on schedule. In return, operators provide part of their infrastructure for government use and provide broadband connectivity to government institutions in rural areas, including schools, police stations, health centers, and post offices.
