Bolivia dropped 1 position from 68th to 69th in GCI 2019.
Bolivia scored poorly in the majority of GCI dimensions and generally performs below the global
average. Internet usage and smartphone penetration have improved, with mobile broadband
subscriptions hitting a new peak. The user experience for e-government continued to improve this
year. As many telecom sectors in Bolivia remain underdeveloped compared to other countries in Latin
America, there is abundant opportunity for growth within specific areas such as online media and pay
TV. The promotion of policies and strategies for access to broadband should be grounded in evidence
that broadband is important for improving the quality of life of Bolivians and fostering the
country’s development, with a clear picture of the impact of ICT on society.
