Russia ranks 41st in the GCI 2019.
Russia is an Adopter, with above-average scores on most aspects of its broadband networks. In
particular, it has maximum scores for both smartphone penetration and use of mobile broadband use.
Its performance in FTTH and investment in 4G have also improved over the past year. But Russia is
below the global average for investment in high tech enablers such as cloud computing, AI, and IoT.
Over the last few years, the country has focused on expanding broadband coverage and has built a
fairly solid digital infrastructure and competitive telecommunications market with high smartphone
penetration rates and affordable broadband. This infrastructure has enabled the growth of digital
platforms that will support more advanced and distributed networks, encourage data analytics, and
introduce new and emerging technologies such as IoT, AI, robotics, and Blockchain. Interest in these
emerging advanced technologies is very high in Russia, with Russian products starting to appear in
the AI, Blockchain, and robotics space.
