Kazakhstan ranks 49th in GCI 2019.
Kazakhstan scored higher this year for 4G investment and mobile broadband penetration, with the
latter hitting the maximum score. However, the affordability of both fixed-line and mobile broadband
has decreased compared to last year. For more advanced ICT technologies, Kazakhstan improved its
scoring in demand for cloud migration.
Kazakhstan has a low population density, which adds to the difficulty of developing a mature
infrastructure. Market-driven infrastructure construction may not be fast enough. Incentives from
the government could be a useful accelerant. Moreover, the Kazakh telecommunications market only has
a few competitors. With more competition, the market could evolve at a faster pace and citizens
could benefit from the price competition.
