The Kuwait National Development Plan is a unified strategy intended to transform Kuwait into a financial, cultural, and institutional leader in the region. The plan is organized around enhancing Kuwait’s regional and global presence in spheres such as diplomacy, trade, culture, and philanthropy, and developing and modernizing the national infrastructure to improve quality of life for all citizens.

The first phase includes the launch of the Kuwait Internet Interconnection Project (KCCI), which will link all telecommunication networks operating in the country together. It aims to enhance the efficiency and quality of services offered to the public, and to link the country's telecommunication networks in the most efficient way. In phase 2, the plan will bring interconnection with all networks in the Middle East, followed by an international third phase. The ambition of this program indicates Kuwait's determination to make a qualitative leap in information exchange technology. It has strengthened itself locally and regionally through partnerships with the major ICT institutions. Kuwait has learned much from their expertise and experience, which is has helped to improve the country's performance in the GCI.
