The national telecommunications plan (Comisión Nacional de Telecomunicaciones 2016-2020) provides for planned and coordinated investment, stimulus, and development efforts that will allow Paraguay to progress and become a more connected and inclusive society, with ICT used more intensively to drive progress.

The plan encompasses all telecommunications services as part of the national infrastructure, including applications and services. This national infrastructure must meet the demands of the population. This plan is a sector plan that is part of a larger plan, National Development Plan 2030, with objectives including: a) a connected society with expanded access to telecommunication services at international quality for most of the population; b) digital inclusion, which will identify and mix public and private initiatives for the adoption and use of telecommunication services to reduce information asymmetry coupled with incentives to develop digital services, provide digital literacy and skills, and train people in the use of these services; and c) regulatory efficiency.
