Luxembourg is 16th in the GCI 2019, two positions down from last year.
Luxembourg beats global averages in all dimensions of the ICT assessment. It is one of the leading
countries in terms of connectivity, digital skills, and Internet usage. Luxembourg achieved maximum
scores in household computer penetration, smartphone penetration, and mobile broadband
subscriptions. These high-connectivity indicators support high levels of Internet use, for which
Luxembourg also achieved the maximum score. Investment in cloud computing has also grown, over the
year despite a reported decline in the quality of cloud experience. This perceived decline in
quality may come from increasing demand for high download speeds.
