France moved up one place in the GCI 2019 ranking, from 18th to 17th.
As a frontrunner in ICT, France scores high on most GCI indicators for 2019, especially those
relating to user experience and market potential. Smartphone penetration continues to rise, and
France's expanded 4G coverage earned the maximum score for that indicator. Although there has been
an improvement in broadband coverage and broadband penetration, France still needs to develop its
fast broadband environment. The relatively slow speed of broadband may limit France’s ability to
exploit the benefits of the digital economy.
In 2019, there has been increased interest in cloud migration and AI robotics. The potential in
these areas may well translate into ongoing growth. France has countless strengths in this area: its
talented mathematicians and computer scientists, its network of digital companies, and large
industries ripe for transformation via the digital revolution.
