Finland surpassed the global average in all GCI indicators, ranking 7th in 2019.
4G investment continues to expand, hitting the highest possible score this year. Mobile broadband
subscriptions also peaked at the maximum score, despite a slight drop in mobile broadband
affordability last year. The nation has also showed an impressive improvement in cloud investment
and high tech ICT enablers such as IoT. Interest in e-commerce and secured servers have continued to
grow.
Digital skills remain Finland’s strongest competitive advantage, with the nation’s human capital
showing outstanding performance: 91% of the population are regular Internet users and the Finnish
workforce has by far the highest proportion of ICT specialists in the EU. Finland is also adept at
using digital technologies for online public services and is already a frontrunner in digital public
services.
