In terms of digitalization, Greece is a moderate performer and certain improvements are necessary. Greece is lagging behind in connectivity, digital skills, individual Internet usage, and business adoption of digital technologies. Greece is currently not a leader in ICTs. But since information and communications technology play a crucial role in the progress and prosperity of any country, their development is a must for Greece. Greece has two main challenges in connectivity. First, it needs to increase the number of subscribers to mobile broadband, which is not as high as other EU nations. This limits Greece's ability to exploit the benefits of the digital economy. Second, it needs to expand its fast communications networks, like 4G and LTE.

The National Digital Strategy (NDS) is the road map and framework supporting the country's digital development. It puts forward a vision and specifies areas in need of intervention where improvement efforts should be focused. The priorities correspond to recognized weaknesses in Greece's public administration and economy, and together they form a coherent framework for ICT interventions that are efficient in the use of public resources, and effective at producing results.
