Estonia remains at 21st in the GCI 2019.
Estonia has achieved above-average performances in the GCI indicators, especially those relating to
demand and user experience. Its score for mobile broadband subscription was a full 10 points, and
affordability is also much better than the global average. Estonia has become a highly wired and
technologically advanced country in the world. Fast broadband speeds are widely available across the
country, together with digital public services embedded into the daily lives of individuals and
organizations. The country is now commonly called “e-Estonia”. Estonia is highly digitalized in its
public services, including the tax system.
Estonia should continue to expand its 4G mobile networks from their already high base. Given the
existence of this extensive supply of broadband, more demand-side incentives, and more competitive
prices could also improve uptake. Deploying broadband in rural areas continues to be a challenge in
Estonia, and it is therefore important to roll out of targeted projects to improve connectivity even
in remote parts of the country.
