On May 15, 2014, Miguel Frasquilho, President of the Agency for Investment and Foreign Trade of Portugal (AICEP), and Zhang Peng, Huawei's Vice President, signed a five-year MoU on Huawei's Seeds for the Future program in the Great Hall of the People. Chinese President Xi Jinping and Portuguese President Aníbal Cavaco Silva were present, making it the first time that the signing ceremony was witnessed by two heads of state.

In 2015, Huawei selected 12 students to participate in the program for the first time who come from Instituto Superior Técnico (part of the University of Lisbon), Instituto Politecnico de Leiria, and Universidade de Aveiro.
