Remote Is Not Out of Reach: Welcome to Online Azerbaijan

An ancient but isolated civilization

Khinalig is one of Azerbaijan's highest villages, preserving a unique language and semi-nomadic way of life. For 5,000 years, Khinalig has blended and evolved a rich array of cultures and, in 2023, it was recognized on UNESCO's World Heritage List. Yet, while today’s world communicates instantly over fiber-optic networks, the village remained an information island, isolated by geography and the rapid tide of global connectivity.

Khinalig native Izzet Baghirov returned to his village after graduating from university in Baku. He works at the local museum, runs a guesthouse, and hopes to share the culture of Azerbaijan and Khinalig with the world.

"We invited the world, but our voices could not cross the mountains," Izzet recalls.

Five years ago, no stable network existed. Global travelers couldn’t find Khinalig online, and only a few guidebooks mentioned it. Visitors who did arrive often left quickly because they couldn’t stay connected. Uploading photos and videos was painfully slow, making it impossible to showcase the guesthouse effectively on booking platforms. The information blackout stifled business and opportunity.

"Children and young people in the village couldn’t quickly access educational resources from the cities or learn new skills, so many chose to leave to build their futures elsewhere," says Izzet.

Optical connections changes everything

Change required a decisive breakthrough.

In 2021, Azerbaijan launched its ambitious national digital infrastructure strategy, Online Azerbaijan. The strategy’s core goal was to achieve nationwide fiber broadband coverage at gigabit speeds by 2024.

The telco Aztelekom partnered with Huawei to build a high-speed, reliable, all-optical network covering the whole nation, from remote Caucasus villages to coastal cities on the Caspian. Solutions such as 10G PON, FTTR for all-optical smart homes, and FTTO for all-optical smart small and micro enterprises were deployed to deliver digital connectivity starting at hundreds of megabits per second.

Online Azerbaijan isn’t just a technological modernization project; it’s a major initiative to narrow the digital divide, ensure equal digital access for all citizens, and accelerate the digital transformation of government services. A millennial village goes live

Gigabit fiber has become the digital Silk Road, bringing Khinalig back into conversation with the world and unlocking new economic and educational opportunities. Gigabit connectivity has also synchronized education in remote mountain areas with the global community. Children are opening not just web pages, but direct pathways to new skills.

"With the Internet I learned English easily and can communicate confidently with foreign visitors," says student Rafiqul Aliyev.

Student Esmiralda Bedelova highlights the new opportunities offered by online access.

"I rediscovered myself and deepened my understanding of the world. My biggest dream is to become a painter, and the Internet has helped me a lot," she says.

Teacher Azay Aliyev is equally positive. "Children are Azerbaijan's future. Broadband has opened doors to knowledge that were previously out of reach," he explains.

An all-optical, connected Azerbaijan

From a single ancient village to the whole nation, the all-optical connectivity campaign has delivered remarkable results. In just over four years, broadband users in Azerbaijan have increased thirteenfold, with 100% national fiber coverage covering 2.4 million households and businesses.

"We approached this initiative not merely as a technological upgrade, but as a strategic investment aimed at reducing digital disparity, ensuring equitable access to digital services, and enabling the digital transformation of public services. One of the key indicators of the Online Azerbaijan project’s success is Azerbaijan’s notable advancement in global digital rankings," says Aztelekom CEO Hasan Omarov.

Looking ahead, the Online Azerbaijan strategy will enter a new phase of digital development. A nationwide all-optical network, powered by advanced technologies such as 10G PON and 50G PON, will become the platform for smart cities, artificial intelligence, and cloud computing, enabling households, communities, and businesses to enjoy ultra gigabit, reliable connectivity.
