Launch of the TVET JTM-Huawei Learning Centre at ILP Kuala Lumpur

KUALA LUMPUR, 27 FEBRUARY 2025YB Steven Sim Chee Keong, Minister of Human Resources (KESUMA), officiated the launch of the TVET JTM-Huawei Learning Centre at the Institut Latihan Perindustrian (ILP) Kuala Lumpur, under the Department of Human Resources (JTM), located in Jalan Kuchai Lama, Kuala Lumpur.

This event follows the Memorandum of Understanding signed between JTM and Huawei Technologies (Malaysia) Sdn. Bhd. (Huawei Malaysia) on 27 December 2024 during the Malaysia-China Summit. This collaboration aims to strengthen high-tech infrastructure and transfer ICT knowledge in advanced technologies such as Artificial Intelligence (AI), 5G networks, cloud computing, big data, transmission, and IoT into Malaysia’s TVET ecosystem.

As an initial step in this partnership, the TVET Huawei Learning Centre has been successfully established at ILP Kuala Lumpur. The first module introduced is the Microwave Module, which commenced on 17 February 2025 after the completion of equipment installation. This training module development is fully provided by Huawei with the objective of training more skilled professionals in the telecommunications and information technology sectors.

To date, a total of 120 participants have undergone training in two class sessions. They consist of telecommunications contractors from across the country, with a target of training 1,000 participants by the end of 2025. The course includes theoretical learning as well as practical training using Huawei equipment at the learning centre, providing participants with hands-on experience in handling cutting-edge technology.

As part of the plan, in April 2025, 24 TVET instructors will participate in the Microwave Course and also Transmission Course with the goal of obtaining Huawei Certification on microwave and being certified as Huawei Certified ICT Associate (HCIA) for transmission. Once certified, they will be responsible for developing and integrating suitable course content into the TVET institute syllabus to ensure the continuity and effectiveness of training in this field based upon the syllabus and equipment provided by Huawei.

Also, The Manpower Department is under the conversation with Huawei to develop a green career track for top-performing TVET graduates to apply for telecommunication related jobs via Huawei service partners.

The Malaysian government remains committed to building a world-class TVET ecosystem. This learning centre will provide more Malaysians with access to essential 21st-century skills which are highly relevant in today’s job market, particularly in areas such as AI, digitalization, and the green economy."

He further emphasized, "Through this collaboration, we can harness Huawei’s global expertise in ICT and 5G technology, ensuring alignment with the five strategic pillars of the National Technical and Vocational Education and Training (TVET) Policy 2030.

In addition to the learning centre established, JTM also works with Huawei at establishing the Proof of Concept (POC) for smart classroom at ILP Pasir Gudang Kampus Senai. The network infrastructure is under construction currently, expecting all equipment for the facilities to arrive next month and the POC to be completed by June this year. This POC will enable hybrid teaching and learning; lay the foundation for AI application to classroom scenarios; and enhance campus digital governance capabilities.

The launch of this centre is expected to be catalyze for the growth of Malaysia’s TVET sector in Malaysia by strengthening industry-education networks and expanding access to the latest technology. This initiative is hoped to produce more skilled professionals who are not only competitive locally but also globally.
