INTAN and Huawei Malaysia join forces to empower public sector digital transformation
The second cohort of the Digital Leadership Excellence Programme (DLE) came together at INTAN, merging leadership development with Raya Open House festivities.
KUALA LUMPUR, 14 MAY 2025 – In a concerted effort to accelerate digital transformation across the public sector and respond to the growing demand for efficient, citizen-centric services, the National Institute of Public Administration (INTAN)—the training arm of the Public Service Department Malaysia (JPA)—has forged a strategic partnership with Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia). This collaboration aims to strengthen digital leadership and equip civil servants with the necessary skills to navigate an increasingly dynamic digital environment.
The partnership also brings mutual benefits, with Huawei gaining from knowledge exchanges and the active participation of government officers in Huawei’s initiatives, including serving as judges for the selection of participants in the flagship Seeds for the Future programme.
Key platforms to be leveraged under this collaboration include the Digital Leadership Excellence (DLE) Programme, the Seeds for the Future initiative, and the Huawei ICT Academy.
Formalised through a Memorandum of Understanding (MoU), this partnership seeks to foster knowledge-sharing and collaboration between public sector leaders and industry experts. It promotes the adoption of cutting-edge technologies to improve service delivery, enhance operational efficiency, and build the resilience of critical public services—while catalysing long-term innovation across government systems.

Our collaboration with Huawei demonstrates our commitment to embracing emerging technologies and underscores INTAN’s role in advancing meaningful digital transformation within the public sector,” said INTAN Director Datuk Dr Mohd Zabri bin Yusoff.
Huawei ASEAN Academy Vice Chancellor, Mr Oliver Liu, emphasised the broader societal impact of digital innovation in transforming leadership, systems, and outcomes.
“By combining Huawei Malaysia’s technological expertise with INTAN’s training capabilities, we are equipping the public sector to rise to today’s challenges and prepare for tomorrow’s opportunities. A digitally fluent, future-ready civil service is key to delivering more accessible and personalised services that improve the lives of all Malaysians,” he said.
Under the MoU, Huawei Malaysia will contribute its expertise in advanced digital technologies, including talent programme management, content development, and strategic advisory services on digital transformation. In turn, INTAN will leverage its comprehensive training infrastructure, policy leadership, and logistical support to establish a synergistic partnership.
The collaboration will also champion innovation through initiatives such as Seeds for the Future and the Huawei ICT Competition, encouraging participation in innovation-driven activities and recognising breakthrough digital solutions within the public sector. Huawei will provide technological resources, expert evaluation, and mentorship, while INTAN will play a key role in judging panels, facilitating public sector participation, connecting participants with senior leadership, and amplifying success stories across government networks.
This initiative aligns with the Malaysian Government’s broader vision of transforming the nation into a high-tech economy by 2030. A robust and digitally skilled public sector is critical to achieving this goal—narrowing the digital divide, enhancing transparency, and driving sustainable economic growth.
With the MoU now in effect, this partnership is poised to ignite a new era of digital leadership—empowering civil servants to make data-driven decisions and deliver citizen-focused services, while shaping a more inclusive and future-ready public sector that leaves no one behind.
