MCMC–Huawei Malaysia Digital Leadership Excellence Programme sees the conclusion of its fourth cohort, bringing its target of 300 digital leaders closer

KUALA LUMPUR, 29 JULY 2026 - The fourth cohort of the Digital Leadership Excellence (DLE) Programme, jointly organised by the Malaysian Communications and Multimedia Commission (MCMC) and Huawei Technologies (Malaysia) Sdn Bhd (Huawei Malaysia), has completed their programme with 66 senior leaders finishing a six day industrial immersion experience in China, bringing the programme's total number of leaders to 242.

Launched in 2024, the programme’s inaugural cohort produced 50 graduates, followed by 60 in the second cohort and 66 in the third. The fifth and final cohort will commence in July, with the programme expected to train at least 300 senior leaders by year-end, in line with its national capacity-building target.

Participants of the fourth cohort came from across government bodies, industry and academic institutions, building leadership depth across sectors rather than within a single sector. The cross-sector composition is deliberate - bringing policymakers, regulators, enforcement agencies, academia and industry leaders into a shared learning environment and encouraging collaboration required to address increasingly complex national digital challenges.

Huawei Malaysia Executive Vice President of Public Affairs and Communications and Board Director, Mr. Eric Du said the continued partnership between MCMC and Huawei Malaysia through the DLE programme reflects a shared commitment to developing future-ready leaders and advancing Malaysia’s long-term digital transformation agenda.

The fourth cohort completed an intensive four months blended learning curriculum designed to expose mid-level and senior-level leaders to an advanced digital ecosystem and international best practices. The programme featured instructor-led modules, peer learning and applied project work across artificial intelligence (AI), 5G and the internet of things (IoT), culminating in an industrial immersion in China. During the immersion visit, participants engaged with research and innovation facilities and large-scale digital deployments, observing how advanced infrastructure is designed, governed and applied at a national scale.

Participants also developed capstone projects aligned with national priorities under the Thirteenth Malaysia Plan (13MP), including digital transformation; AI adoption and innovation; digital talent development; and a resilient digital economy.

The projects translated national ambitions into practical concepts covering AI-driven disaster resilience, a unified public complaints platform, food intelligence and security, traffic data services, healthcare delivery and crisis-resilient infrastructure for micro-entrepreneurs.

Royal Malaysia Police’s Head of Digital Forensic, ACP Muhammad Zulkifly bin Mohd Isa said the DLE programme had been an eye-opening journey. “The exposure to Huawei's ecosystem and China’s advancement inspired me to think beyond boundaries, strengthen my leadership mindset and contribute meaningfully to Malaysia’s digital future.”

From the industry sector, MEASAT Satellite Systems Sdn Bhd (MEASAT) Chief Commercial Officer, Ganendra Selvaraj, described being among just 0.001 per cent of Malaysians selected for the DLE Programme as both a privilege and a humbling experience. “The knowledge exchanged between participants of diverse backgrounds and Huawei’s openness to share their digital journey is priceless. For all that I have gained from DLE, I hope to pay it forward towards Malaysia's digital growth.”

Launched in response to Prime Minister Dato’ Seri Anwar Ibrahim’s call for stronger digital leadership at the 2023 Malaysia ICT Summit hosted by Huawei Malaysia, the DLE Programme supports Malaysia’s aspirations for a resilient, inclusive and future-ready digital economy.
