All stakeholders, including governments, industry and standards organizations, enterprises, and technology suppliers have a shared responsibility to confront this challenge. We rely on ICT to make people's lives easier and must protect their security and privacy in cyberspace. We must also ensure people have access to stable ICT services anytime and anywhere, especially during major emergencies such as natural disasters, epidemics, and conflicts.
