Currently, the development trend in communication networks seems to definitely be going toward the convergence of fixed and mobile networks. The course of development from an existing, to a fully converged network, can be divided into three basic phases, which are: 1st phase, the creation of a service layer convergence based on the existing network; 2nd phase, the establishment of the Pre-IMS; and the 3rd phase, the development of a fully converged IMS. It should also be noted that network characteristics and developing strategies in different phases will be different as well.
