Born in 1950. Mr. Zhao worked in Design Institute of the Ministry of Posts and Telecommunications from 1975 to 1986. From 2007 to 2014, he served as ITU's Deputy Secretary-General, where he effectively assisted the ITU Secretary-General, in close cooperation with the other elected officials of the Union, to manage the implementation of the ITU Strategic Plan and the operations of the ITU Secretariat. He was elected ITU Secretary-General in October 2014 and took up his post on 1 January, 2015.

Born in 1967, Mr. Xu holds a doctorate degree from Nanjing University of Science & Technology. Currently, Mr. Xu serves as Deputy Chairman of the Board, Rotating CEO, and Chairman of the Strategy & Development Committee.

In addition to product planning, development, and delivery, he is also responsible for building product competitiveness to support business success.

David Wang is President of Network Solutions at Huawei Technologies Co., Ltd., a position he has held since July of 2016. In this role, he is responsible for the end-to-end strategy in R&D, Marketing and business and operations management of the Huawei network product portfolio, including access network, optical transmission network, carrier IP and enterprise network.
Since joining Huawei in 1997, David has held various positions in the company, and accumulated rich experience in the network domain, including R&D, marketing and strategy and business operation. Prior to assuming his current position, David was President of Wireless Network Solution, Managing Director of Huawei Italy and Switzerland, Vice President on Technical Sales of European Region, Vice President of UMTS Technical Sales Department, and R&D manager in Wireless.

Since 2014 Francisco Javier Gavilán is the Technology and Planning Director within Telefónica GCTO office, in charge of transformation programs for Networks, including transport, core and platforms. In 2010 he was incorporated within the board of directors of Telefónica Mexico leading several technical responsibilities as Engineering Director. In 2000 he moved to Telefónica Moviles Spain as responsible of Technological Alliances department, until 2007, when he was appointed CTO for Telefónica Panamá & Nicaragua. From 1990 to 2000 he was working in Telefónica I+D in different technical positions related with Radio Communication, participating in a large number of European research projects. Francisco Javier Gavilán received his Telecommunication Engineering degree from Universidad Politécnica (ETSIT UPM) in Madrid. Ms de Iturriaga is responsible for managing, supervising and coordinating the CNMC (Spanish National Authority for Markets and Competition ) activity on electronic and audiovisual communications. Her functions in the electronic communications sector involve the analysis of electronic communications markets, reference offers, conflict resolution between operators and sanctioning procedures. In the audiovisual sector, she is responsible for the enforcement of the obligations imposed on the different actors related to advertising, protection of minors, and financing of European works, amongst others. She joined the National Regulatory Authority--was called the Commission of Telecommunications Markets (CMT) in 1998, where she held the position of Deputy Director and Director of the Legal Department. In 2005, she was nominated as Director of the Regulation Department, being the responsible for the control and supervision of the compliance by market participants of the regulatory framework, conflict resolution between operators, elaboration of general regulations and sanctioning procedures.
