Huawei eCity solution builds a future-oriented city informatization platform using the Cloud-Pipe-Device system architecture and cloud technology. The eCity is an integrated frame for city informatization which provides an innovative city management mode. To meet the new city management requirements raised by the government, Huawei has worked out an end-to-end digital city management solution and a solution for smoothly evolving from intelligent cities to green intelligent cities.

The Huawei Digital City Management Solution achieves the following objectives:

• Building a highly-efficient and transparent environment for the service-oriented government by: Providing interaction through the hotline, SMS and MMS to facilitate citizen participation in city management; providing an information release system for government transparency; providing enterprise management functions to improve services for enterprises;
• Smoothly expanding the intelligent city management platform by means of the 3G network and message bus technologies. It enables city management personnel to objectively detect and report problems in real time, who can use city management assistant terminals to report problems in the video form through the 3G wireless network. It provides the wireless video surveillance function based on the 3G wireless network to learn about the city situation in real time. Also it encapsulates ICT capabilities into the intelligent city management platform using message bus technologies. Based on the digital city management subsystem, multiple service expansion subsystems are developed, such as the vehicle management subsystem, video surveillance subsystem, law enforcement subsystem, information interaction subsystem, and city manager subsystem;
• Implementing intelligent city management based on the Internet of Things. The solution provides a unified M2M management platform to support more M2M intelligent services and implement comprehensive perception, boundless interconnection, secure transmission, and intelligent processing. Besides, it creates a unified framework for intelligent city development based on M2M technologies in preparation for evolution to green intelligent cities.

In addition, the Huawei Digital City Management Solution assists in innovating government mechanisms. Based on the principle of unifying duties and power, the solution unifies the authorities of city appearance management and authorities of environmental hygiene, planning, municipal administration, industry and commerce, and public security. This integrates administrative resources, strengthens management authorities, and solves problems of redundant law enforcement agencies, buck-passing, and low efficiency. In this way, the solution helps coordinate the economic, social, ecological, and cultural development of cities.

Applications & Benefits

In China, the Huawei Digital City Management Solution has been widely deployed in provinces such as Shaanxi, Jilin, Gansu, Guizhou, Hebei, and Jiangsu. It implements the Internet of Things, cloud computing, ICT, and low-carbon concepts in scientific city management and outlines a vivid and detailed blueprint of green intelligent cities.

This solution was deployed for Xi'an Hi-Tech Industrial Development Zone. In the three months of its trial-operation since November 30, 2009:

• A total of 17,936 cases were handled;
• The case settlement rate was over 96.7% for a long period;
• The case settlement duration was reduced from one week (before deployment) to 4.5 hours on average (after deployment);
• About 4,400 city management cases were handled on average each month.
